How can I find out another user's subtitle?

I find a video which has no subtitle in my language in progress.

"Deborah Gordon: What ants teach us about the brain, cancer and the Internet"

I would like to translate it from English into Chinese-traditional subtitle.And there is only Chinese-simplified in progress. When I choose add new subtitles into Chinese-traditional I can't get this assignment. Instead there is a notice"Another user is currently performing the Translate task for these subtitles", surprisingly. I am really confused if this is systemic problem or I am not familiar with amara's function.

Here is another Ted-Ed video I feel interested. But still can not choose to subtitle it into Chinese-traditional. There has no one assigned such task in progress. I spent many time trying to figure out the reason. Still can not find the answer.

The same thing is true for the TED-Ed lesson:

If the deadline for either of these tasks passes and the current assignees will not have submitted a translation, please feel welcome to pick these tasks and work on them.

When you cannot see the tasks for your languages in the list of tasks for a video, you can change the value of "assigned to:" filter from "no one" to "anyone" - then you'll be able to see who these tasks are assigned to and when they are due.
